Apple added new security in El Capitan (10.11.0) called System Integrity Protection (SIP). Adding to SIP, further changes to the Keychain Access.app in El Capitan 10.11.1 has resulted in problems selecting “Allow” or “Always Allow” for some users when trying to activate Office. The problem did not exist in previous versions of OS X. More info on SIP

The latest version of El Capitan (10.11.1) has made the Keychain more secure by disabling the ability to click on “Allow” and “Always Allow” when certain apps are installed. The following was posted by Linc Davis on Apple Discussions.
Disabling the app(s) or input device causing the conflict should allow you to complete the activation process. After you are done, you can launch the app(s) you disabled. Users using Remote Access apps, will have to click on the buttons locally, not in remote.

- After the sound, press and hold down the shift key
- Eventually the login screen appears with the words SAFE BOOT in the top right corner of the screen
- Enter your password and continue to login
- Open each Office 2016 Application and click on “Always Allow”
- Restart
Examining the Keychain Entry
Microsoft Office 2016 stores a key within the “login” keychain when you activate Office 365. By default, Word opens to activate your Office 2016 install. Each app needs to be added to the Keychain file.
Open Keychain Access in Applications/Utilities. Search on Microsoft to find this file.
Double click to open file.
Click on Show Password. Enter your login password.
Select Access Control tab. You should see all the Office apps listed.
